ملخص البحث

هدفت هذه الدراسة إلى قياس أثر التخطيط الاستراتيجي على جودة الخدمات الصحية في القطاع الصحي في محافظة الحديدة, وإلى معرفة درجة توافر جودة الخدمات الصحية, ومعرفة مستوى ممارسة التخطيط الإستراتيجي, وأستخدم المنهج الوصفي التحليلي, واعتمد الباحث على الإستبانة أداة لجمع بيانات المبحوثين وآرائهم, وتمثل مجتمع الدراسة من (مديري مكاتب الصحة, ومديري المستشفيات المحورية والريفية, ونوابهم ومديري المراكز والوحدات الصحية ومنسقي البرامج في المحافظة, والمديريات, ورؤساء الأقسام في المستشفيات), وقد بلغ مجتمع الدراسة()754 مفردة, وبلغت عينة الدراسة( )255مفردة, تم تحليل( )232مفردة الصالحة للتحليل الإحصائي, وتم اختيار عينة عشوائية طبقية نسبية, وتم تحليل بيانات الدراسة, واختبار فرضياتها من خلال التحليل الإحصائي الأكثر ملاءمة لطبيعة البيانات برنامج الحزمة الإحصائية للعلوم الاجتماعية()SPSS

وتوصلت الدراسة إلى وجود أثر للتخطيط الاستراتيجي في جودة الخدمات الصحية, وتوصلت إلى أن مستوى ممارسة التخطيط الاستراتيجي مرتفع في القطاع الصحي في محافظة الحديدة, وأن هناك توافر لجودة الخدمات الصحية, كما أوضحت النتائج عدم وجود فروقات معنوية في متوسطات إجابات عينة الدراسة تعزي إلى المتغيرات الديموغرافية باستثناء متغيري المسمى الوظيفي, والمؤهل الدراسي,

وأوصت الدراسة بضرورة تعزيز تطبيق جميع أبعاد التخطيط الاستراتيجي لما له من أثر في جـودة الخـدمات الصحيـة للقطاع الصحي في محافظة الحديدة – الجمهورية اليمنية.

The Impact of Strategic Planning on the Quality of Health Services: A Field Study in the Health Sector of Al-Hudaydah Governorate – Republic of Yemen

Abstract

The primary objective of this study was to measure the impact of strategic planning on the quality of health services within the health sector of Al-Hudaydah Governorate. It further sought to assess the degree of quality availability and the level of strategic planning practices in the sector. The researcher employed a descriptive-analytical approach, utilizing a questionnaire as the main tool for data collection. The study population comprised (754) individuals, including health office directors, managers of central and rural hospitals and their deputies, managers of health centers and units, program coordinators at the governorate and district levels, and heads of hospital departments. A proportional stratified random sample of (255) individuals was selected, resulting in (232) valid responses for statistical analysis. Data analysis and hypothesis testing were performed using the Statistical Package for the Social Sciences (SPSS). The study reached the following key findings:

There is a significant impact of strategic planning on the quality of health services. The level of strategic planning practice in the health sector of AlHudaydah Governorate is high. There is a high degree of availability regarding the quality of health services. No statistically significant differences were found in the mean responses of the sample attributable to demographic variables, with the exception of “Job Title” and “Educational Qualification”. Based on these results, the study recommended the necessity of reinforcing the implementation of all strategic planning dimensions due to their vital role in enhancing the quality of health services in the health sector of Al-Hudaydah Governorate, Republic of Yemen.
